Andrew Orr is an Associate at The Wicks Group, where his practice focuses on regulatory matters. He assists clients in administrative proceedings and enforcement actions before various federal agencies, including the Federal Aviation Administration, Department of Transportation, Pipeline and Hazardous Materials Safety Administration, Occupational Safety and Health Administration, and others. He also supports the firm’s commercial work for air carriers and airports.

Prior to joining The Wicks Group, Mr. Orr was an associate at an employment defense firm, where his work focused on assisting federal employees with resolving adverse employment actions. Mr. Orr also worked as a judicial intern at both the National Transportation Safety Board and the US Department of Transportation. In this capacity, he assisted administrative law judges who were presiding over FAA and other DOT enforcement actions, including actions on the transport of hazardous materials and pilot and mechanic certificate actions.

Mr. Orr also has general aviation experience, having trained as a pilot and worked as a flight instructor. He maintains airmen certificates with commercial multiengine and single engine land privileges, multiengine, single engine, and instrument flight instructor privileges, and advanced and instrument ground instructor privileges.

Mr. Orr is currently admitted to practice in Virginia. He works under the supervision of firm partners.

  • Researching and drafting orders and opinions for administrative law judges, and advising judges on civil procedure and agency rules of practice

  • Advising federal employees under investigation for adverse employment actions or harassment claims

  • Developing defensive strategies for hearings pending before the Merit Systems Protection Board and Equal Employment Opportunity Commission

  • Drafting and Responding to discovery requests for administrative hearings
