FAA Releases ANPRM Regarding Drug and Alcohol Testing

On March 17, 2014, the Federal Aviation Administration (FAA) issued an Advanced Notice of Proposed Rulemaking (ANPRM) that would require drug and alcohol testing for certain employees at part 145 certificated repair stations located outside the United States. Such testing is required for employees of U.S.-based repair stations under 14 CFR part 121, Appendix I. Employees of overseas part 145 certified repair stations that perform safety-sensitive maintenance functions, including aircraft maintenance and preventive maintenance, would be subject to drug and alcohol tests that are deemed acceptable by the FAA Administrator and consistent with the applicable laws of the country where the repair station is located.

The FAA is currently accepting comments on the proposed rule. The comment period remains open until 05/16/2014.
