Helping Civil Aviation Agencies Meet International Standards

TWG provides civil aviation authorities with a range of services directed at helping them bring their structures and operations into compliance with international standards and industry “best practices.”  This work often is performed by a team that includes both attorneys and consultants.

For many such clients, TWG begins by conducting a baseline study of the agency and its operations, followed by the development of recommendations for how best to address weaknesses in the agency’s structure and functions.  Additional services provided depend on the needs of the particular client.  We nearly always provide overall project management services to the agency, defining the project phases, developing the detailed project work plans, facilitating project work groups, and providing regular project status monitoring and reporting.   For some, we also write new safety or economic licensing regulations and supporting guidance materials.  For some, we also work with the country’s flag carrier to address shortcomings in its operations and practices. This sometimes includes writing detailed technical documents, including operations and maintenance manuals, for the flag carrier.  For some, we conduct training for civil aviation agency inspectors on how to monitor under new, internationally-compliant regulations.  TWG professionals are highly skilled in all aspects of such improvement projects.

Assisting Foreign Airlines with U.S. Operations

TWG is well-known in the aviation field for its strong record of success in helpful foreign airlines initiate U.S. operations.  The firm also is expert in helping such airlines address the various types of regulatory and enforcement issues that can arise once operations begin.

This practice includes obtaining necessary certifications and authorities for the airlines, helping the airlines identify appropriate U.S. business partners and sources for support services, and explaining to them acceptable procedures and pricing regimes, as well as U.S. noise regulations, security requirements, and  enforcement mechanisms.  We also provide ongoing support for many of our foreign airline clients by helping them obtaining needed flight authorizations and landing rights approvals and by representing them in economic and safety enforcement matters before the FAA and other government agencies.

Preparing Aviation Technical Documents

TWG provides aviation technical document preparation services to both public and private sector clients.  These documents include policy and procedures manuals, program operations manuals, and airline operations and maintenance manuals.  In a typical project, our team reviews any existing materials, confers with client management about the appropriate content for the new or revised document, prepares a draft of the new or revised document, manages and facilitates client internal or external work groups tasked with reviewing draft materials, and then prepares the final version of the document.  Often, the final document incorporates the services of our graphic design staff. TWG has provided such services to numerous civil aviation authorities, including various branches of the FAA.   We also have assisted several air carriers in developing the various technical manuals needed to obtain and maintain FAA certification.  Our aviation technical document practice demonstrates our unique ability to combine substantive subject matter expertise, technical writing skill, and publication design abilities to produce high quality manuals and other documents.
