LORI B. WICKS
Vice-President, Consulting Services
Lori Wicks is Vice-President for Consulting Services at The Wicks Group. She has more than 20 years of experience in management consulting, policy analysis, and technical writing for government agency clients, including 10 years of experience in the aviation sector. She also manages the firm’s federal government business development and contracting activities.
Prior to joining TWG, Ms. Wicks held positions as a vice-president for business development and a project director in the state government practice of a national consulting firm. She also was a senior consultant at a firm that specialized in analyzing and advising state agencies about federal laws and regulations. Ms. Wicks holds both a law degree and graduate business degree from The George Washington University.
Representative Experience
• Conducted a review of newly adopted personnel licensing regulations to ensure compliance with ICAO requirements and developed inspector guidance to implement the new personnel licensing regulations for the Republic of Azerbaijan State Civil Aviation Agency
• Developed the Application and Bid Package for air carriers to compete for new economic licenses being issued by the Kingdom of Saudi Arabia General Authority for Civil Aviation; also prepared a report on the oral competition and carrier selection processes
• Edited new economic licensing regulations prepared for the Kingdom of Saudi Arabia General Authority for Civil Aviation

• Drafted content for the FAA Flight Program Office Flight Operations Manual and edited a draft internal policies and procedures manual for that office
• Solely responsible for carrying out the successful effort to obtain a U.S. General Services Administration MOBIS Supply Schedule contract
• Developed strategies, win themes, and organization for multiple successful proposals to the U.S. Department of Transportation and the Federal Aviation Administration; managed proposal staff and personally authored key sections of the proposals.
• Produced a successful proposal to the U.S. Trade and Development Agency to secure grant funding for an aviation safety and monitoring technical assistance project in the Republic of Azerbaijan. Personally authored the key Terms of Reference (scope of work) section of the final application.
• Developed multiple successful legal and consulting proposals for the Kingdom of Saudi Arabia General Authority for Civil Aviation, the Republic of Azerbaijan Civil Aviation Authority, and the Government of Trinidad and Tobago Civil Aviation Authority.
• Negotiated multiple subcontracting agreements with major corporations wanting to include our services in their work for the Federal Aviation Administration. |
