RONCEVERT (RONCE) ALMOND
Counsel
Roncevert Almond is an Associate at The Wicks Group, PLLC in Washington, DC. His practice encompasses both regulatory and litigation matters as well as related international aviation consulting. Mr. Almond regularly assists clients with proceedings and enforcement actions before the U.S. Departments of Transportation, Homeland Security, State, Defense, Justice and other agencies. His experience includes cross-border transactions and international investigations, civil and criminal. He also has advised governments in Europe, the Middle East and Asia on achieving compliance with U.S. federal aviation regulations and ICAO standards.
Mr. Almond regularly speaks at international legal forums, including on behalf of the ABA Section on International Law and the American Society of International Law, and at the annual Afghanistan Air and Logistics Conference. He also has written extensively on aviation industry and international law. He serves as legal and regulatory advisor to The Journal of Hazmat Transportation and serves as a member of the Editorial Board of The Air and Space Lawyer, the leading publication of the ABA Forum on Air and Space Law.
Prior to joining The Wicks Group, he worked with the U.N. Special Court for Sierra Leone and participated in the Duke-Geneva Institute for Transnational Law as well as the Joint Program in International Human Rights Law at Oxford University. Mr. Almond also has experience with the U.S. political process having worked for Congressional members, state parties and three presidential campaigns.
Representative Experience
• Counseled foreign governments on compliance with the Chicago Convention of 1944, ICAO standards and recommended practices, and U.S. regulations, including projects funded by U.S. Trade and Development Agency |
• Represented airport management companies and fixed-base operators in commercial transactions, federal regulatory compliance issues, and civil litigation
• Represented world’s largest express transportation company during civil penalty proceedings and administrative appeals before U.S. Dept. of Transportation
• Represented foreign flag carrier before U.S. Dept. of Justice investigation of international air transportation and violations of U.S. antitrust law.
• Advised international research institute on U.S. policy and legislation related to international airline alliances, antitrust immunity, and “Open Skies” air transport agreements
• Counseled U.S. and United Nations contractors in procurement matters and transactions related to supporting humanitarian relief and defense missions
• Represented international cargo carrier in civil litigation to enforce the Convention for the Unification of Certain Rules Relating to International Carriage by Air (Warsaw Convention of 1929)
