Barry Valentine is a Senior Advisor at The Wicks Group, PLLC. Mr. Valentine has more than 40 years of aviation experience, encompassing several senior positions in the US Federal Aviation Administration (FAA) and in industry, and continues to be actively involved on various governmental and industry advisory groups. Mr. Valentine makes his aviation expertise available to The Wicks Group, PLLC’s attorneys on relevant matters, and also assists the firm’s legal work as an expert witness. He also works directly on projects for The Wicks Group Consulting, LLC.

Prior to joining TWG, Barry served as the FAA Administrator (Acting) and FAA Assistant Administrator for Policy, Planning, and International Aviation; Director of the Portland (Maine) International Jetport; and Senior Vice President for International Affairs for the General Aviation Manufacturers Association. His professional activities also include serving on the US Transportation Security Administration’s Aviation Safety Advisory Committee General Aviation Working Group, on the Board of Directors of the National Aviation Safety Foundation, on the Board of Governors of the Aero Club of Washington, on the Board of Directors of the Experimental Aircraft Association, and on the Advisory Board of Women in Aviation International.

Representative Experience

  • Representing the US Government in numerous international forums, including the International Civil Aviation Organization Committee on Aviation Environmental Protection and various European agencies, on aviation safety regulation harmonization and other issues
  • Working to expand opportunities for business aircraft access to Tokyo’s Narita and Haneda airports
  • Assisting with the development of a regulatory structure for private business aircraft use in China, including advising Chinese officials on airport infrastructure and service requirements
  • Serving as expert witness in pre-trial litigation for a major aircraft manufacturer and other matters
  • Providing expert non-legal advice to foreign civil aviation authorities regarding international safety-, airport-, and business aviation-related matters
